Principles for a Truth Commission
1. There can be no drawing a line under the past.
2. There needs to be an international truth commission independent of the policing and criminal justice system.
3. The truth commission should be open to all families bereaved as a result of the conflict who wish to engage with it and have their cases investigated – this should be a voluntary process for families.
4. There should be no hierarchy of victims - all victims should be treated equally.
5. The commission should enable a process of acknowledgement based on the emergent truth.
6. The commission should examine the nature, causes and consequences of the conflict.
7. The focus should be on organizational rather than individual responsibility.
8. The focus should be on truth rather than prosecutions.
9. The commission should have the co-operation of all the relevant parties to the conflict.
